Objectives

The Brown Sequard Mental Health Care Centre (BSMHCC) currently accommodates several long stay, mental patients even though they are well stabilised and do not require hospitalisation. The patients are capable of carrying out their normal daily living activities but have been abandoned/neglected by their relatives due to the nature of their illness.

Extended periods of hospitalisation when not required have damaging effects on patients’ wellbeing and make their transition from institutionalised mental health care to the community more difficult. Moreover, keeping already stabilised patients at the hospital for long periods means that fewer number of beds are available to other mental patients in need of psychiatric treatment and hospitalisation.

The National Programme provides for:

  • Placement of stabilised mental patients from BSMHCC in Residential Care Homes
  • Medical follow-ups by mental health professionals
  • Engagement of the patients in social and leisure activities and re-establishing/maintaining contain with their family members

Interventions

Pre-integration preparation

Patients prepared for discharge from hospital and transition to Residential Care Home.

Placement in Residential Care Home

Admission of patients in Residential Care Home. Facilitation of administrative and transport arrangements.

Care and residential services

Continuity of care and access to basic needs and residential services.

Medical follow-up

Medical follow-up at the hospital and administrating medication as may be prescribed. Provisions to deal with emergencies and relapse.

Therapy

Providing occupational therapy and psychological support to patients as required.

Social and leisure activities

Engaging patients in social and leisure activities including outdoor activities

Contact with family

Supporting contact with family members.

Beneficiaries

Beneficiaries of the Programme are identified and selected by the BSMHCC based on the criteria below.

 

  • Patient is well stabilised as certified by the treating psychiatrist
  • Patient is eligible for the Basic Invalidity Pension (BIP)/Basic Retirement Pension (BRP) upon discharge
  • Long stay patient of at least 5 years
  • Patient is not physically impaired/disabled
  • Consent of relatives or guardian

 

There are currently 29 beneficiaries who have been successfully placed in 3 Residential Care Homes under the National Programme.

Implementation

The Programme is implemented through participating Residential Care Homes registered under the Residential Care Home Act and demonstrating adequate capacity to accommodate stabilised mental patients. The selection of Residential Care Homes is made on the basis of Calls for Expression of Interest.
